Guidelines for Preparation of Proposals Monitoring & Information on Technical Collaboration

 

*     Special Services Agreement (SSA) (for special projects like NPSP, RNTCP and NLEP)

Based on provisions in the work plan, national consultants are engaged by WHO under an SSA to provide the services of both medical and non-medical experts (for a maximum period of one year at a time).

Requests for engaging national consultants under SSA are to be submitted as early as possible to WHO, preferably in the beginning of the biennium, so as to derive maximum benefit from the consultant's services.

The proposal, to be submitted by the NPM, should contain the following information:

a) Project identity (SO, OWER, RER, OSER, Product,Activity).

b) Proposed terms of reference and expected deliverables.

c) Proposed remuneration including contingency, if any, and place of assignment.

d) Duration of assignment with indication of starting date.

e) Detailed bio-data of proposed candidates (preferably three) for WHO's consideration.

On receipt of the proposal, WHO will engage the services of the mostsuitable candidate as per the following procedure:

a) Only qualified and suitable candidates who are interested and available, and have been proposed by the Government/WHO, will be considered.

b) If sufficiently qualified candidates are not available, placing advertisements in daily newspapers to invite applications may be considered.

c) Screening and final selection of candidates will be done by the respective NPM/institution and by a representative of the WHO Country Office.

d) The SSA will be prepared and concluded with the selected candidate.

 

Important information regarding SSA

a) The remuneration will be either as proposed by MoH&FW or as per the prevailing WHO practices based on the proposed terms of reference.

b) An entry-level medical examination is mandatory if the SSA holder opts for WHO health insurance.

c) The status of the SSA holder is that of a "contractor" and does not imply employer-employee relationship.

d) The maximum age for engaging a person under an SSA is 62 years.

e) Official duty travel, if any, would be arranged by WHO and daily subsistence paid as per established rates forSSA holders. Requests for such travel must be made in the prescribed format at least two weeks in advance for WHO's approval so that a travel authorization can be issued and travel arrangements made well in time. Last-minute requests should be avoided as these may not be entertained.

f) The payment of annual leaves encashment, wherever due, will be subject to satisfactory completion of assignment duly certified by the NPM and WCO. 

It must be mentioned here that under no circumstances will agreements prepared retroactively for engaging the services of staff under SSA be processed. Therefore, requests for recruitment must be sent to WHO well in advance.

For consultants reporting directly to the MoHFW will be hired through APW.

 

The title right, copyright and all other rights of any material produced within the framework of the SSA shall be vested exclusively in WHO.

The SSA holder shall not communicate to any person any information known to him/her, which has not been made public except in the course of his/her duties. Also, at no stage shall the SSA holder, in any way, use for personal advantage information known to him/her by reason of his/her official position. Furthermore, various information materials prepared, developed and produced by SSA holders in the course of duty should not carry their name, i.e. they should not write/ publish articles in their own name in journals, etc., on topics directly related to their assignment without obtaining prior clearance/approval

from WHO.
