The Centre was redesignated for four years, vide RD/SEARO letter No. G2/72/1 dated 24 July 2002. 

 

 

Introduction

 

Origin of the proposal, technical programme which is sponsoring, reasons for proposed designation

All India Institute of Hygiene and Public Health, Kolkata is a pioneer and internationally reputed Institute for Postgraduate education and research in public health. It was designated as a WHo collaborating centre for disaster preparedness from 3 March 1993 to 2 March 1997. EHA/SDP which is associated with the programme has recommended redesignation. 

Steps that have led to this proposal, eg site-visits by WHO staff, previous participation of the institution, joint development of a workplan, etc.

Site visit by EHA and SRP to Kolkata, and also satisfactory completion of the previous designated period activities. 

Comments & Composition of the Institute

The Centre was established in 1932. It undertakes research and education on disaster preparedness in coordination with various other departments. The Centre has carried out large scale field researches on various aspects like health risks and vulnerability of communities of flood-prone eastern states of India and reviewed emergency preparedness and response programmes of these states. Disaster management has been incorporated in the curriculum of postgraduate courses of public health. 

Statutory functions of the institution ; formal links with other institutions

This institute is the only Institute in India engaged in Disaster preparedness management. The institute is under the Ministry of Health and Family Welfare, Government of India and is devoted to teaching, service and research in varous disciplines of health and related sciences. It is the oldest school of public health in South East Asia region. The institute was started with a genous assistance from Rockfeller Foundation.

Workplan

 

Terms of Reference

To collect and disseminate information about national disaster situation and to serve as a reference centre for information networking for strengthening disaster management endeavour.

· To design a uniform protocol for hazard mapping, vulnerability analysis, evaluation of health sector disaster preparedness and management of programmes with particular emphasis to states vulnerable to natural disasters and to provide technical support for improvement of preparedness plan.

· To formulate guidelines, manuals, training modules including standardized training methodology, technical support for organizing training programmes on emergency preparedness and management for government officials, NGOs, research and other fellows and WHO fellows, particularly from developing countries.

· To develop mechanism for networking of functionaries of government agencies, NGOs and different institutions for integrated operatioanlization of training, research and community educational activities of disaster preparedness and management at different levels.
