Strengthening decentralization and expanding health systems

Health systems strengthening through HIV:

*      Leadership from the health sector in the HIV/AIDS response

*      National strategic planning and management

*      Human resource development and management including comprehensive pre-service and  in-service learning programmes, sustainable working conditions and financing for the health workforce

*      Strategies for sustained financing national responses to HIV/AIDS

*      Supporting strengthening of decentralization of HIV services to districts

*      Resource Mobilization


Under the NACP-3, decentralization of HIV services and convergence of services with the Reproductive Child Health Programme is envisaged; with strengthening of the capacities of the districts to manage prevention, treatment, care and support programmes.

With technical assistance from WHO:

*     Development of 2 pilot districts in Karnataka and Tamil Nadu respectively in the provision of the HIV continuum of care and support, through piloting of the WHO global training modules in the Integrated Management of Adult and Adolescent Illness (IMAI). The pilot districts will initially train district and sub-district doctors, nurses and counselors in HIV chronic care and acute care, using the PLHA network as “expert patient –trainers”.

*     Development of the HIV component of the Integrated Management of Neonatal and Childhood Illness (IMNCI-HIV) to complement the IMNCI training package of the GOI.

*     Development of a network of regional institutions in HIV management training

*     Development of a network of regional institutions in Counseling training
