Testing and Counseling:
Voluntary HIV counseling and testing (VCT)
Infant HIV diagnosis and family testing and
counseling

WHO is providing technical support to the national scale up of
counseling and testing services including monitoring and evaluation of the programme.
The goal is to accelerate the quality of scale-up of integrated testing and
counseling services (ICTC) as envisaged by the National AIDS Control Programme Phase III (NACP-III) and to build local
capacity for ICTC expansion which forms an important entry gateway for HIV
prevention and care services.
Technical assistance to GOI include:
Development of national technical and
operational guidelines
Regional VCT training of trainers
Stakeholder consultations on scaling up HIV
testing and counseling
Development of the national training curriculae for counselors in integrated counseling for
ART, VCT, PPTCT and counseling for specific risk groups.
Development of the national counseling
training curriculum and tools for Paediatric HIV
Support to 3 model VCT sites in Chennai
(Stanley Medical College), Mumbai (King Edward Memorial Hospital) and Imphal (RIMS Hospital) for hands-on demonstration on VCT
protocols and operations and regional training (2002-2005)
Capacity building of a network of regional
training institutions in counseling training including TOTs
and support for training of counselors and laboratory technicians
Assessment of the quality of counselors’
performance in 2 regions: Maharashtra/Mumbai and Northeast states, May 2007
