A document on Standard
Treatment Guidelines: Medical Management and Costing of Select Conditions,
was released by Mr. Naresh Dayal, Union Secretary for Health & Family
Welfare, MOHFW, GOI at a dissemination meeting organized at the Armed Forces
Medical College (AFMC), Pune on 26th November 07. In his address,
Mr. Dayal, stated that the guidelines have been designed to assist
practitioners and patients in making decisions about the appropriate
healthcare for specific clinical conditions. This will be helpful in
implementing the National Rural Health Mission, which is a top priority for
the Government.

This document has been prepared
by the AFMC, in collaboration with the WHO Country Office for India and
MOHFW, GOI. Standard Treatment Guidelines (STGs) have been developed for 35 common
conditions, selected on the basis of prevalent morbidity and across four
levels of care. The levels of care are solo physician, health facility with
6-10 beds; 30-100 beds and over 100 beds. An effort has been made to estimate
the costs incurred for providing services as per the STGs. Costs have also
been computed for human resources, equipment, tests, medicines and system
cost. An abridged version of the diagnostic and treatment modalities of
individual National Disease Control Programmes has been attempted.
The meting was graced by a host
of dignitaries - Dr. R.K. Srivastava,
DGHS (MOHFW, GOI); Mrs Ganga Murthy, Economic Adviser, MOHFW, GOI; Dr.
Paramita Sudharto, Public Health Administrator, WHO; Lt Gen J Jayaram DGHS
(Armed Forces) and Lt Gen SK Kaul, Director & Commandant AFMC.
In his address, Dr Srivastava
stated that the guidelines should be implemented at the district planning
level. He outlined the importance of undertaking costing of STGs. Lt Gen Kaul
emphasized the need for such guidelines while Lt Gen J Jayaram, delivered the
keynote address on the occasion, emphasizing the need to examine issues of
equity in health care and increased allocation to the social sector, coupled
with better utilization. Dr Sudharto acknowledged the efforts of AFMC. She
stressed that use of treatment guidelines and price information are some of
the important tools which would facilitate the improvement of patient care.
Mrs Murthy shared the rationale for undertaking such an initiative.

The meeting included a
presentation on the process followed for the development of STGs and costing.
The authors and contributors received mementos and certificates from the
dignitaries. Other participants at the meeting included faculty of AFMC,
representatives from various academic and research institutions, hospitals,
medical associations and insurance companies amongst others.
