Human resources for health is a critical ingredient to
building an effective and responsive health system and is essential to
fulfilling national health and development goals such as the MDGs and the objectives of the National Rural Health
Mission and National Health Policy 2002. In many countries the health
workforce is in a state of crisis. It is a growing challenge to maintain the
needed numbers, quality, mix and distribution of workers to satisfy the
healthcare needs of the entire population. Unfortunately, this situation is
particularly accentuated for those who are most vulnerable to disease and ill
health.
Strengthening the training recruitment, management and
retention of HRH is an important area of work for WHO India. Building on the
momentum following the release of the World Health Report 2006, activities
are underway to better the understanding of the current health manpower
situation and to learn from successful management and planning practices in
selected states. Additionally, a situational assessment of the current
manpower availability and requirements in the pharmacy sector is being
undertaken.
An important part of the work is to strengthen human
resource policies and to learn from successful initiatives. Early 2007 a
planned national level workshop on human resources for health India will
bring together key stakeholders from government, academia and others to
deliberate on strategies to strength the health workforce in the country.
Issues such as optimal skill-mix, improved use of technologies, reform of
training/educational curriculums are high on the priority list of areas where
the right polices can make a difference to ensuring better access and better
quality health care services for the entire population.
