World Health Survey - India

Two major challenges face health policy-makers at the national and international levels.  The first is not new.  As always, decision-makers require timely, reliable information to fulfil their mandates of improving the health of the populations they represent.  The second is new and exciting.  The increased international and national attention that has been focused on the role of health in human and economic development has resulted in increasing resources being committed to improving health in all settings.

This requires good quality baseline information on the outcomes associated with the investment in health systems.  It requires baseline evidence on the way health systems are currently functioning, particularly on current levels of effective coverage of key interventions.  It requires the ability to monitor inputs, functions, and outcomes over time and to make the necessary modifications to strategies and policies.

Routine health information systems (HIS) provide some of this information, although in many countries they remain weak.  But in all countries there are limitations and gaps in the type of policy-relevant information that routine HIS can provide.  Regular or occasional surveys can supplement routine HIS to facilitate the task of monitoring health system performance. Surveys can also play a vital role in developing the baseline information required to assess the effect of increases in health resources on the outcomes that people value and on the way that system functions.

Accordingly WHO has implemented a survey program to compile comprehensive baseline information on the health of populations.  It supplements routine HIS by providing regular or intermittent monitoring of particular issues that cannot be undertaken by the routine HIS.

The survey offers a menu of choices in modular form. Components can be chosen in varying combinations depending on the information needs of the country.  Countries can also add additional components if they wish. More>…
