4. Nominations for WHO-sponsored Meetings/Workshops/Confereces, Etc.

 

WHO seeks nomination and/or clearance in respect of professionals/experts to be invited as temporary advisers for participation in technical meetings/conferences through a formal communication to the Secretary, Department of Health (or FW or AYUSH as the case may be), MoH&FW.

 

In the case of AIIMS, New Delhi, and PGIMER, Chandigarh, the government has delegated authority to these institutions to approve visits abroad of their staff for a period up to 30 days, and to ICMR for visits up to seven days.  Beyond these limits, the clearance of MoH&FW is necessary.

 

Travel arrangements for temporary advisers are made by WHO as per established rules.  The normal mode of travel is by air (economy class/excursion fare, if available).  Any extra expenditure on upgradation if requested is to be borne by the traveller. However, temporary advisers are entitled to business class if the travel time is more than nine hours.
