4.      Reprogramming of Activities/Programme Change

 

Failure to carry out a planned activity, or a substantial increase in the cost of activities, needs the reprogramming of or programme change in the respective work plans.  Since reprogramming might result in change in product or the expected result, it should be resorted to only when absolutely necessary.

 

The NPM should discuss the proposed change with the Secretary (Health) for projects under the direct control of MoH&FW and seek approval for the same.  For projects which are under the responsibility of other ministries/departments (e.g. Ministry of Environment and Forests, Ministry of Urban Affairs, Department of Family Welfare or Department of AYUSH), any change in product and activity, duly approved by the head of the concerned ministry/department, should be forwarded to WHO, under intimation to MoH&FW.  Such changes, with proper justification and relevance to the approved work plan and reasons for cancelling an existing approved activity will, if agreed, be processed by WRO.
