Guidelines for Preparation of Proposals Monitoring & Information on Technical Collaboration

 

 

3.3          Local Cost Subsidy (LCS)

 

This component accommodates requests for funding national training programmes, workshops, seminars or meetings to strengthen national health development capacities.

 

Proposals for LCS should have accountability for and relevance to efficiency and effectiveness of capacity-building in national health programmes.  The executing partner of the activity under LCS should prepare the proposal, complete in all respects, in form G (Annexure 6).  Budget estimates should be prepared as per the criteria given in Annexure 7.

 

All proposals up to an estimated budget of US$ 25,000 (Approx. Rs.11, 25,000) will be processed by WRO.  Funding proposals exceeding this amount will be referred to WHO/SEARO.

 

LCS proposals cannot be obligated more than three months before the scheduled commencement of the activity, and the funds are released approximately 6 to 8 weeks before the start of the activity in two instalments, i.e. initially 80% of the estimated budget is released and the remaining 20% or actuals, whichever is less, is released on receipt of a final report (as per the format at Annexure 8).  A final statement of actual expenditure (as per the format at Annexure 9) should be submitted to WHO within one month of the completion of the activity.

 

NPM/activity manager should ensure that:

  • the statement of actual expenditure (Annexure 9) is accompanied by specific documentation relating to per diem, travel costs and a schedule of the recipients with amounts paid to each.  This documentation is essential for WHO purposes

  • all unutilized funds are immediately returned to WHO as these cannot be used for any other activity

Release of funds for the next activity under the LCS component to the same programme manager would depend upon his/her submission of the final report and statement of expenditure of the previous activity.  Non-submission of financial details as mentioned above relating to earlier activities would jeopardize the release of funds for future activities.
