Guidelines for Preparation of Proposals Monitoring & Information on Technical Collaboration

 

 

3.2.1   General information

  • The remuneration will be either as proposed by MoH&FW or as per the prevailing WHO practices based on the proposed terms of reference

  • An entry-level medical examination is mandatory if the SSA holder opts for WHO health insurance

  • The status of the SSA holder is that of a “contractor” and does not imply employer-employee relationship

  • The maximum age for engaging a person under an SSA is 62 years

  • Official duty travel, if any, would be arranged by WHO and daily subsistence paid as per established rates for SSA holders.  Requests for such travel to be made in the prescribed format at least two weeks in advance for WHO’s approval so that a travel authorization can be issued and travel arrangements made well in time.  Last-minute requests should be avoided as these may not be entertained

  • The payment of annual leave encashment, wherever due, will be subject to satisfactory completion of assignment duly certified by the NPM

It must be mentioned here that under no circumstances agreements prepared retroactively for engaging the services of staff under SSA will be processed. Therefore, requests for recruitment must be sent to WHO well in advance.

 

The title right, copyright and all other rights of whatever nature in any material produced within the framework of the SSA shall be vested exclusively in WHO.  The SSA holder shall not communicate to any person any information known to him/her, which has not been made public except in the course of his/her duties.  Also, at no stage shall the SSA holder, in any way, use for personal advantage information known to him/her by reason of his/her official position.  Furthermore, various information materials prepared, developed and produced by SSA holders in the course of their duty should not carry their name, i.e. they should not write/publish articles in own name in journals, etc., on topics directly related to their assignment without obtaining clearance/approval from WHO.
