WHO/Government of India Collaborative Programme Guidelines for Preparation of Proposals Monitoring & Information on Technical Collaboration
3.2 Special Services Agreement (SSA) (for special projects like NPSP, RNTCP and NLEP)
Based on the provisions in the work plan, national consultants are engaged under an SSA to provide the services of both medical and non-medical experts (for a maximum period of one year at a time).
Requests for engaging national consultants under SSA are to be submitted as early as possible to WHO, preferably in the beginning of the biennium, so as to derive maximum benefit from the consultant’s services. The proposal, to be submitted by the NPM, should contain the following information:
- Project number and area of work; - Product and related activity in the approved work plan; - Proposed terms of reference and expected deliverables; - Proposed remuneration including contingency, if any, and place of assignment; - Duration of assignment with indication of starting date; - Detailed bio-data of proposed candidates (preferably three) for WHO’s consideration
On receipt of the proposal, WHO will engage the services of the most suitable candidate as per the following procedure;
