WHO/Government of India Collaborative Programme Guidelines for Preparation of Proposals Monitoring & Information on Technical Collaboration
3.1 Agreement for Performance of Work (APW) An APW is a form of a contract between WHO and the contracting party primarily for:
APWs are normally concluded with institutions; however, in exceptional circumstances, APWs may be concluded with individuals. Proposals should be submitted as per the format at Annexure 2. Long-term studies/projects may be undertaken in a phased manner, i.e. subsequent phases may commence upon completion of the earlier phase/other related activities.
All proposals up to an estimated budget of US$ 50,000 (Approx. Rs 22, 50,000) will be processed in WRO. Proposals involving higher amounts will be referred to the WHO Regional Office (WHO/SEARO).
No requisition for capital equipment (e.g. computers, medical equipments, vehicles, etc.) can be covered under an APW. Instead, these items are covered under supplies and equipment (S&E) for which a separate purchase order (PO) will be raised. Consumables, too, are normally not covered by an APW. However, requests for minor consumables, which are critically essential for the completion of the work, can be entertained.
Printing jobs should be managed by the NPM/institution concerned and they should conform to the GoI/institutes’ guidelines and rules concerning printing. Wherever applicable, the APW budget estimates should spell out separately the charges for editing, design, artwork and printing of documents/books. The proposal should clearly indicate the details of the likely number of pages and the number of copies to be produced.
The ownership of the original work (resulting from APW) and copying thereof is vested in WHO, which also reserves the right (a) to revise the work after consultation with the contractual partner; (b) to use the work in a way different from that originally envisaged; or (c) not to publish or use the work at all.
The payment schedule of instalments payable under an APW are result-oriented and based on product delivery, e.g. while the first instalment is usually payable upon signature to get the operations started, the second and third instalments are linked to the submission of an interim report (giving progress of the activities undertaken so far) and an interim statement of expenditure (SOE), and the final instalment is linked to the delivery of the final report (and not just the final SOE).
