Guidelines for Preparation of Proposals Monitoring & Information on Technical Collaboration

 

 

1. Work Plans

 

The planning process has to start six months before the beginning of the biennium so as to start the work by January.  During the planning stage, through discussion between the WHO country office and MoH&FW, detailed work plans are developed.  In the current biennium 2004-2005, the WHO/GoI country work plan consists of 24 Areas of Work (AoW).  Each work plan has a linkage to the WHO’s global expected result (GER) and provides information on:

  • country issues and challenges;

  • expected contribution of the country to GER;

  • Products/services pertaining to each expected contribution;

  • Activities to be undertaken for accomplishing the indicated product;

  • Planned budget for each activity (both RB & EB, which are already committed over and above the work plan; over-planning figures are provided that can help WHO to mobilize more funds, if possible).

While preparing the work plan it must be ensured that 75% of the activities commence in the first year of the biennium and only the remaining 25% are carried forward to the second year.

 

The work plan is prepared in the format (Annexure 1) which is compatible with the activity management system (AMS) of WHO.  The work plan for each AoW may be prepared in this format.  It may, however, be noted that this is different from the list of activities submitted by national programme managers (NPMs).

 

Proposals by NPMs: Based on the approved work plans, the respective NPMs can send their formal proposals directly to WHO, with a copy to the International Health (IH) section of MoH&FW.  The complete process involved is explained in the flow chart (Fig. 1).  It is important to realize that timely implementation of programmes is possible only if the proposals are:

  1. sent to WHO in time

  2. they are complete in all respects
